First to comply: Kaplan Logistics director surrenders over KSh 1.57b IFAD fraud

The director at Kaplan Logistics Limited surrendered to the Ethics and Anti-Corruption Commission (EACC), becoming the first suspect to comply with the commission's directive in connection with the alleged theft of KSh 1.569 billion from a government programme funded by the International Fund for Agricultural Development (IFAD).
Charles Cheruiyot presented himself at the EACC Integrity Centre in Nairobi on Thursday, August 20, for processing ahead of his expected arraignment in court.
The PROFIT Programme fraud allegations
The funds in question were disbursed under the PROFIT Programme, which stands for Rural Outreach of Financial Innovations and Technologies.
According to the EACC, the scheme ran between the 2013/2014 and 2023/2024 financial years, during which KSh 1,569,582,338.20 was allegedly channelled to 23 private entities for goods and services that were never delivered.
Investigators found that suspects used false and forged documents to facilitate the disbursements. A KCB Bank account was opened without authorisation, and approximately KSh 175 million was laundered through it.
Nine suspects were arrested, among them senior National Treasury officials and private business owners. John Ngure Kabutha, who served as the PROFIT Programme Coordinator, is the first named public official in the case.
The Director of Public Prosecutions (DPP) approved the prosecution of 20 public officials, companies, and directors in connection with the matter.
EACC calls on remaining suspects
Following Cheruiyot's surrender, the EACC issued a public call urging all other 10 suspects still at large to report immediately to its headquarters in Nairobi or to the nearest regional office.
"EACC remains committed to safeguarding public resources and ensuring that persons responsible for loss or misappropriation are held accountable," the commission stated in its press release dated August 18, 2026.
The EACC announced the arrests of nine suspects on Tuesday, August 18, before Cheruiyot's voluntary surrender two days later marked the first instance of compliance among those implicated.
