Dr Martin Koyabe appointed to lead National Cybersecurity Agency

President William Ruto has appointed Dr Martin Koyabe as Non-Executive Chairperson of the Board of Directors of the National Cybersecurity Agency paving way for operationalization of the body.
Dr Koyabe whose appointment is effective August 21, 2026 is expected to lead the agency under the new capacity for a period of three years as Kenya looks to strengthen its cybersecurity response.
NCSA which was stablished through the National Cybersecurity Agency, Order 2026 under the State Corporations Act is expected to among others, formulate and oversee the implementation national cybersecurity strategies for adoption across the public and private sectors, audit and certify the cybersecurity resilience of designated
critical information infrastructure to ensure continuous availability and system integrity and manage the day-to-day operations of the National Cybersecurity Operations Center and provide technical support to Sectoral Cybersecurity Operations Centers.
The autonomous body is also expected to play a key role in promoting local innovation, advanced research, and the
development of indigenous cyber-defense tools by setting up and maintaining a Cybersecurity Center of Excellence.
This is expected to help Kenya build a pool of skilled cybersecurity experts to deal with online threats amid rising threats.
Latest data by the Communications Authority indicates in the third quarter to March this year, 3.4 billion threats were detected, a 26.1% reduction when compared to 4.6 billion threats detected during the previous quarter.
During the same period under review, the National KE-CIRT/CC issued 20.6 million advisories between January and
March 2026, compared to 21.8 million advisories issued during the preceding quarter
NCSA will also conduct periodic technical assessments and vulnerability, exposure of government and private sector digital networks to ensure adherence to established cybersecurity standards, deploy advanced analytics and forensic tools to identify emerging digital vulnerabilities and issue technical advisories to relevant stakeholders.
Other constituting the board include principal secretaries from Internal Security, National Treasury, ICT, Attorney General, Chief of Defence Forces, Inspector General of the National Police Service, Director General of the National Intelligence Service, the Director of Public Prosecutions, academia representative, private sector representative and Director General of NCSA.
